top thread too tight but bottom looks perfect

Have you tried to loosen the upper tension first?  Normally after I adjust my bobbin to the right tension I just have to adjust the upper tension as needed.  If your stitching was fine and all of a sudden the upper tension because too tight then I'd rethread the upper thread just to make sure something didn't get messed up with the thread path.  If you do a search on the forum on thread tension you'll find lots of posts on how to adjust.  To answer your question there is a screw on your bobbin that adjusts the finger that puts tension on the thread as it passes. Turn left to loosen it and right to tighten it.  Note that this is the bigger screw on the bobbin case.
