Thanks, Judi Judy, I'm wondering if it isn't a factory style cone cover to tame the monolon/polynon thread that looks like is under there. We used to use cover cones on the high speed commercial machines for the same purpose. Some of them hsd silicone thread treatment in the tops where the thread exited. Otherwise, I am at a loss, too.
