Percentage of quilt top shrinkage during quilting

I am making a 12.5 inch quilt block for a friends gift quilt. Everyone’s prewashing their fabric. I want to make it out of scraps that have not been prewashed. Would making the block and then washing it (with shrinkage in mind ) work?
