Using spray starch on wavy borders

I was told that you can a spray starch on wavy borders to shrink them? How does that work? Also, this may sound stupid, but I've never used a spray starch before. I'm sure you can buy it, but I didn't know if it is something you can mix up with cornstarch. What's the best thing to use.

If you search for posts from Bonnie Botts under starch and steam, you should come up with wonderful instructions on how to do this. I haven't tried it yet, so I can't really add my 2 cents about the process. Good luck.
