Needle sticks in bobbin area

Was going to be efficient and put in a new needle (3.5) before I started on a customer's quilt. Apparently I must not have installed it properly and started to stitch. Did not hear any noise--top thread broke. Rethreaded and started again--thread broke. So I took out the bobbin and reinstalled the 3.5 needle and hand turned the needle down and it would not come back up unless I turned the wheel backwards.

Does this mean the timing is off? I looked in the bobbin area and the eye of the needle is just below the top of the bobbin carrier.

What else can I check?

I remember it by "Cleavage(groove) of the needle faces your own cleavage"
