Quilting something this size that is already stretchy would most likely cause an awful lot of distortion - no matter how careful the quilter. I've known can buy computer software that pixelates photos so you can create a color palette and then choose your colors in grey scale to complete the portrait. I can't remember the name of the woman who originated this, but I first saw it on Simply Quilts, probably ten years ago. I don't think she was working with 1" pieces though!
