Needle up/down issue

An issue I have been having for a while is that, when I press the needle down/up button, the needle only goes half way down. Then when I press it again, it finished the downward motion and goes up.

Not a huge problem except when I want the needle to stay in furthest down position.

Any thoughts on a solution or do I call APQS service?

A separate issue (I think) is that the needle keeps going up and down a few times after I stop stitching. It seems to go in spurts -- it can be fine one day and the next, it starts up again.
