Here's another idea for a lap quilt. My husband loves his lap quilt for watching tv. But, he always had to tuck the quilt under his feet cause they got so cold. Soooo, I added a pocket to the foot edge of the lap quilt and he just tucks his feet into that. I used prequilted material to do that so it would be warm enough. I have since made others like that and people just love them. It also doesn't take up the length of the quilt for tucking. His pocket goes almost all across the quilt bottom. You may want to add some depth to the pocket cause someone sitting in a wheel chair has an opening in the back of their legs and it would be drafty so maybe a pocket up to the knees or somewhere close would be better. Just my two cents worth.
