Normally after I adjust my bobbin to the right tension I just have to adjust the upper tension as needed. If your stitching was fine and all of a sudden the upper tension because too tight then I'd rethread the upper thread just to make sure something didn't get messed up with the thread path. If you do a search on the forum on thread tension you'll find lots of posts on how to adjust. To answer your question there is a screw on your bobbin that adjusts the finger that puts tension on the thread as it passes. Turn left to loosen it and right to tighten it.
