I did find that if you cover them with press and seal you can stitch over them without any issues, just make sure the press and seal is down good. I think they should be banned. I know what flanges are on a pipe. A flange is just a piece of fabric folded in half wrong sides together and that is sandwiched between two pieces of fabric. When the seam is opened the flange is exposed. It leaves one end not stitched down. It can really cause issues with puckering and your hopping foot loves to catch on it.
